Fired when another talent specialization becomes active due to clicking the 'Activate These Talents' button in the Talent window. (New with patch 3.1.0)

arg1: Newly activated talent spec (numeric, 1 or 2, see also GetActiveTalentGroup) arg2: Previous talent spec (numeric, 1 or 2)
