| During the Feast of Winter Veil, use your [Winter Veil Disguise Kit] to become a snowman and then dance with another snowman in Dalaran.

A Frosty Shake is related to the seasonal world event, the Feast of Winter Veil. Completing this achievement is a criterium for the meta achievement 
[Merrymaker].

The [Winter Veil Disguise Kit] wil be sent to you in the mail a few days after turning in the quest 
[40+] A Smokywood Pastures' Thank You! or 
[40+] A Smokywood Pastures' Thank You!.
The [Snowball] reagent for the use of the kit is for sale from Smokywood Pastures vendors and can be gathered in Alterac Valley during the Feast of Winter Veil.
You must dance with another snowman in Dalaran. If you don't see any other snowmen, a good way to attract them is to simply put on your own Winter Veil Disguise Kit and invite other players to do the same. E.g. by saying "/s Get out your [Winter Veil Disguise Kit] and /dance with me for " (use a chat link to the item and the achievement).
