Seal of Justice is a paladin ability, learned at level 64 for 36s. The effect prevents the player's target from going above their normal run speed. Thus, for instance, a Druid who is affected by the Seal will not go any faster than the normal run speed if they shift into Ability druid travelform [Travel Form], a Rogue who uses Ability rogue sprint [Sprint] will receive no speed boost, and any player riding a mount will receive no speed bonus from doing so. The movement speed limit of the debuffed player is not considered a movement impairing effect, meaning acts such as shape shifting and Spell holy sealofvalor [Hand of Freedom] will not remove it.

The seal once stunned a single enemy up to three times, although the stun was random and not controlled.
