Arcane Fortitude is a Mage talent that increases the mage's armor by an amount relative to his intellect.
Mages wear cloth armor, which has significantly lower armor value than other armor types. Mages have only one other way to increase armor, the spell Ice Armor (or Frost Armor for lower-level mages) which increases armor by 930 at max rank. This talent should never be used as a filler talent for Arcane specialized mages who want to take talents deeper in the tree.
The damage mitigation offered by the talent is considered a poor tradeoff when compared to three points in other Arcane talents early in the tree. However, it is one of the few survivability talents available, and may appeal to some mages. For all others, this talent will probably be considered a waste.

Past Changes
This talent was introduced in Patch 1.11 in place of Evocation, which was made available to all mages as a trained spell. It was originally called Arcane Resilience.
Patch 2.4 changed this talent from adding +50% of intellect to +100% of intellect. "Locical Exercise" information removed until this change can be further analyzed and updated.
Patch 3.0.2 turned this talent to a 3-ranker and moved it to the second tier, replacing Wand Specialization and being replaced by Focus Magic.
