This item is a competitive reward from the quest Neutral, the prize turn-in for the Stranglethorn Fishing Extravaganza. The Stranglethorn Fishing Extravaganza prizes Bind on Pickup, so each character must win their own. Only one Stranglethorn Fishing Extravaganza prize is given out each week per server - this is effectively a seven day cool down per attempt to obtain one for any character. Also note that there are two Stranglethorn Fishing Extravaganza prizes, you can only choose one, and the Hook of the Master Angler is quite good, so you may not want the pole the first time you win.

Before patch 4.0.3a Morta'gya the Keeper could also be found here and the Sacred Mallet used to create the Mallet of Zul'Farrak dropped off Qiaga.
The Arcanite Fishing Pole has no explicit level requirement, however must be level 35 to train in Artisan level fishing in order to reach fishing skill level 300 and equip the Arcanite Fishing Rod. You can acquire it earlier, but not equip it. Competing in the Stranglethorn Fishing Extravaganza requires 130 fishing skill in order to fish, 225 fishing skill to fish with none getting away (it is a competition) (this can be done with Journeyman training, 150 fishing skill level, and lures), has level 31-40 mobs, and PvP if you are on a PvP server (turn off your flag for this event if you are not) (these hazards can be handled at a low level with a group of higher level friends as guards).

The Arcanite Fishing Pole is the best fishing pole available for fishing, by a healthy margin; 10 or 15 skill points over the other 'serious' fishing poles. Even so, it is not necessary to acquire it. The most difficult areas to fish require 'only' 500 fishing skill to have no fish get away. This can be accomplished with 375 fishing skill, a +20 fishing pole, a +100 fishing lure, and any other +5 fishing skill gear. The advantage of the Arcanite pole is that you can use +75 fishing lures with a little more fishing gear.

The Hinterlands
There are 52 Stranglethorn Fishing Extravaganza events per year per server (plus a cumulative fraction that varies with leap year that amounts to an occasional extra one). The Stranglethorn Fishing Extravaganza was added in patch 1.7, which was released on 13 September 2005. So as we approach September 2008, there will have been roughly 150 Stranglethorn Fishing Extravaganza events per server. Guesstimate that some significant portion of players will have picked each prize, say between 30% to 70%, and that we can discount characters who have won more than twice, consuming a prize that they already had. That says there should be around 45 to 105 Arcanite Fishing Poles per server this coming September.
