This item is a quest reward from the following quest:
Equipping it gives you the ability to collect scourgestones from the various undead in the Plaguelands. These can be turned in at Light's Hope Chapel for rewards of various sorts.

If you accidently throw this item away you can get a replacement from Quartermaster Miranda Breechlock.
