There is no hidden cooldown; you can have 2 consecutive Starfire, Mangle or Rejuvenation activate their respective blessing, refreshing the duration of the first one. You can also get 2 different blessings active at the same time (or 3 for that matters, but I hardly see any use for having all three at once).
