The Fei Fei Doggy Treat is sold by Warrant Officer Tracy Proudwell when you have the Digging for Prayer Beads quest in your log.
You will need 1 [Silken Thread]. The nearest vendor is Hama, on the second floor of Honor Hold inn.

Pick up the quest Quest:Digging for Prayer Beads.
This allows you to purchase the doggy treat from Tracy, and give it to Fei Fei, her dog. Fei Fei will then run around digging holes. One of those holes will contain the [Draenei Prayer Beads] it had buried earlier.
Once you complete the related quest, this item will not appear in the list of items Tracy sells.
