Balance of Power affects all outbound enemy targeted spells, as well as all inbound spells from other casters, mobs, and bosses.

Helps augment balance druids when in both PvP and PvE.
Easily considered a necessary raiding talent, as the 4% from talents is equal to 131 hit rating that you would need to gear for to reach hit cap.
Slightly useful for damage mitigation in PvE resist fights.

It is important to note that this talent's wording is misleading and it only grants 2%/4% spell hit.

Patch 3.2.0 (2009-08-04): Now reduces all spell damage taken by 3/6%, rather than reducing the chance to be hit by spells by 2/4%.
