Grand Admiral Barean Westwind of Kul Tiras is a member of the Scarlet Crusade. He was part of the disastrous expedition to Northrend, and was lost off the Frozen Coast. A large statue was erected in his honor in the Hall of Champions, located in the Scarlet Monastery in the Tirisfal Glades. However, recent reports indicate that he is still alive and has joined the ranks of the Scarlet Onslaught.
In Wrath of the Lich King
With the Scarlet Onslaught's arrival in Northrend, Admiral Westwind is found alive and resides within the cathedral of New Hearthglen. He is seen alongside High General Abbendis.
Near the entrance to the city, one of the Onslaught Raven Priests remarks to an Onslaught Footman, "The Grand Admiral himself has come to see to our dedication. If I see you slacking on your post again, I will gut you myself." What his position of authority is within the ranks of the Scarlet Onslaught has yet to be seen. It is possible he may have some connection to the Scarlet Onslaught presence in Icecrown Glacier.
Allegiance?
High General Abbendis seems to indicate in her diary that there is something "odd" with the Admiral. After Abbendis is killed by players during 
[73G3] My Old Enemy / 
[73G3] Do Unto Others, Westwind comments that the General has "served her purpose" and shouts out "I will see you fools in Icecrown!" before he teleports out.

The fact that Westwind has evidently not changed from how Abbendis remembered him (despite having been presumed dead for several years), combined with the fact that the Scarlet Onslaught now accepts death knights in their ranks and Onslaught Raven Archons (who transform into demons near death), appears to indicate that the Admiral may have pledged his allegiance to the Scourge in exchange for his life, or that he is in fact a dreadlord possessing the body of the late Admiral Westwind just as Balnazzar did the body of the late Saidan Dathrohan.
If Westwind is an agent of the Scourge or the Burning Legion, it seems to be evidenced by the fact that he is attempting to corrupt other members of the Scarlet Onslaught. This is probably most evident in the form of the Raven Priests, who were conceived when "the Holy Light whispered a new blessing to the Admiral in his sleep which he passed on to Landgren."
Recently, it has been discovered - based on a spell found in the database - that Barean Westwind is actually the dreadlord Mal'Ganis in disguise. It would appear that even with the power of Frostmourne, Prince Arthas was unable to slay him during their encounter in Northrend.
