Baxter is a level 60 master cooking trainer and vendor located in Thrallmar in the contested territory of Hellfire Peninsula.
Note that Baxter teaches Apprentice and Journeyman Cooking skill levels, but sells an item (Master Cookbook) to teach Master Cooking skill level.
