This item is made by blacksmiths with skill of 365 or better.

Materials required:

Crafted with [Plans: Ragesteel Shoulders], which drop off of any of the enraged elementals in Shadowmoon Valley.

This recipe/item was added in Patch 2.2.
This has identical looks to [Herod's Shoulder], except that where Herod's Shoulder only covers the right shoulder, this covers both.

Most non-melee enemies will try to avoid a direct brawl with the Warrior, and use any type of fear available, so clever timing with this ability can turn the tables completely.
