Bilgewater Prisoners are held by the Alliance within the prison cells of the keep at Highbank^{[80.3, 75.9]}

in the Twilight Highlands. They were the crew of a zeppelin that crashed, and the Induction Samophlange they were carrying was seized by the Alliance. After Alliance players complete their introductory quests to secure Highbank, the prisoners have disappeared.

Ironically, when Horde players infiltrate Highbank to retrieve the samophlange, they do not rescue the prisoners, so it is unknown what happens to them.
