Bind to Account (BtA; previously "Binds to account", but now "Binds to Battle.net account" as of Patch 4.1) is a new form of item binding that was introduced in Patch 3.0.2. Items that are BtA include heirlooms, Collector's Edition companions, the , and the .
Some players incorrectly use the term BoA instead of BtA to match BoP and BoE. Sometimes any Bind to Account items are referred to as "heirlooms" even though they are not technically the same (they usually don't scale, unlike true heirlooms).
As of patch 4.1, account-bound items can be mailed from characters attached to different World of Warcraft accounts if they are under the same Battle.net account and on the same realm. Also, faction-specific items will be translated to the faction equivalent, if changing factions.
As of patch 5.4.2, account-bound items can be mailed to characters on the same account, even on different realms. You simply type the character's name then a "-" followed by the realm the character is on.
"BoAs" as some people call them can be bought from many rep. vendors, including bought from points in Dalaran and Honor points in Wintergrasp
