Bingles Blastenheimer is a level 16 quest giver located on the southeastern bank of the Loch in the dwarven territory of Loch Modan. While flying over Loch Modan with his flying machine, he crashed into the eastern bank of the Loch. He wants to get flying again, but his supplies have been stolen by nearby troggs.
