Bishop Lazaril can be found between the Aldor bank and A'dal's room on the Terrace of Light in Shattrath City. She offers Alliance players a quick delivery quest to your race's faction leader, delivering a piece of solid Light which is to be used as a weapon against the floating necropolises of the Scourge Invasion.
