Patch changes
Patch 1.12 (2006-08-22): Blinding Powder had a good chance to be in Junkboxes, which are pickpocketted off humanoid mobs.
Patch 2.3.0 (2007-11-13): Blinding Powder is no longer needed to use the Blind ability and is now a junk item.
