This item is a quest reward from the quest 
[68] Information Gathering, which is a Scryers-only quest received from Caledis Brightdawn in the Netherstorm. To complete this quest, you must use the Sunfury Disguise (provided), go into Manaforge Coruu and listen to the conversation between Commander Dawnforge and Arcanist Ardonis. Report back to Brightdawn after completing this task.
