The Blue Dragonhawk Mount is a reward of the [Mountain o' Mounts] achievement. You need to obtain 100 mounts.
Note
The Blue Dragonhawk Mount is only available for the Alliance. Horde players can get the [Red Dragonhawk Mount] instead.
