This item is a reward from the Alliance quest  [34] In the Name of the Light which starts with Raleigh the Devout in Southshore in Hillsbrad Foothills. To complete the quest, you must kill the following mobs and return to Raleigh the Devout:

• Scarlet Commander Mograine
• Herod
• Houndmaster Loksey
