This item drops from the Crimson Hammersmith on the Scarlet Crusade side of Stratholme. He is summoned by picking up some Blacksmithing Plans from the floor.

This item can be joined with the [Top Half of Advanced Armorsmithing: Volume II] to form a book called [Enchanted Thorium Platemail] which can be turned in Lorekeeper Lydros in the library in Dire Maul in order to get [Plans: Enchanted Thorium Leggings].
