The Bound Water Elemental^{[40.8, 66.6]}

is one of several bound elementals imprisoned within the Masters' Gate area of Deepholm, the others being a Bound Air Elemental and Bound Fire Elemental. Haethen Kaul is siphoning the energies from them to make himself more powerful.
