Brother Crowley is a level 44 quest giver located in the Cathedral of Light in Cathedral Square, in the human city of Stormwind. He is affiliated with the Scarlet Crusade.
Brother Crowley appears to be a priest on a pilgrimage. He instructs adventurers of the Alliance to seek out his colleague Brother Anton in Nijel's Point, Desolace, to be of further service to the Scarlet Crusade.
Brother Crowley, despite nominally belonging to the Scarlet Crusade, is, much like Brother Anton and Raleigh the Devout, of the Stormwind faction.

Trivia
Brother Crowley is likely named after the famous 20th Century occultist Aleister Crowley. Brother Crowley sends you to Brother Anton, himself a reference to Anton LaVey, the American founder of the Church of Satan, who was influenced by Aleister Crowley.
