Brother Crowley is a level 44 quest giver located in the Cathedral of Light in Cathedral Square, in the human city of Stormwind. He is affiliated with the Scarlet Crusade.
Brother Crowley appears to be a priest on a pilgrimage. He instructs adventurers of the Alliance to seek out his colleague Brother Anton in Nijel's Point, Desolace, to be of further service to the Scarlet Crusade.
Brother Crowley, despite nominally belonging to the Scarlet Crusade, is, much like Brother Anton and Raleigh the Devout, of the Stormwind faction.
He starts the quest

Trivia
Brother Crowley is perhaps named after the famous 20th Century occultist Aleister Crowley.
More likely, Brother Crowley is named after Anthony J. Crowley (Aurthur James Crowley in the United States version, a fictional demon in the novel Good Omens by Terry Pratchett and Neil Gaiman. In this novel, the demon has a human appearance, which is a nice reference to the Scarlet Crusade being led by a demon in human form, Dreadlord Balnazzar. Also, the demon in the novel seems to be doing more good than evil, which is the same players do by following the questline. The fact that Brother Crowley refers you to Brother Anton and Antony being the first name of the novel demon, makes this assumption more then likely. On a side note, the demon in the book was indeed named after the aforementioned occultist.
