This item drops from Anger Guards in the Blade's Edge Mountains.

Trivia

This key was not originally a quest item and could be traded, thus it was possible to send them to lowbies. When it did become soulbound, it became soulbound to whoever had it. Thus, it is possible for level 1s to have a few of them.
