This trinket is a quest reward from the Netherwing quest 
[70] Stand Tall, Captain!. The quest starts with Taskmaster Varkule Dragonbreath when you become honored with Netherwing. Simply speak with Overlord Mor'ghor to complete the quest.
Notes
The previous ranking badge, the 
[Overseer's Badge], can only be used in Shadowmoon Valley.
