Captain O'Neal is a level 65 PvP weapons vendor located in the Champions' Hall in the human city of Stormwind.
Given his proximity to Lieutenant Karter along with his physical appearance, he may be a reference to Colonel O'Neal in the popular Sci-Fi series Stargate SG-1 in which Captain Carter and Colonel O'Neal work to defend the Earth.
