The Captured Flame item summons and dismisses a Spirit of Summer, a wisp small pet, meaning it is a non-combat pet and will not aid you in battle.

This item is a reward from the quest 
[60] A Light in Dark Places which begins and ends with Festival Flamekeepers in each race's capital city during the Midsummer Fire Festival seasonal event.
