Headed by Baron Revilgaz, the Blackwater Raiders are a loose affiliation of pirates, privateers, and traders that operate out of Booty Bay. They are closely tied to the Goblin Steamwheedle Cartel and handle most of their trade. The Blackwater Raiders are arch-rivals with the Bloodsail Buccaneers, another pirate group that vies for control of Stranglethorn Vale.
