NPCs by Location or Service?

Should the NPCs be placed like on Dalaran NPCs (location) or like on Orgrimmar NPCs (service)? I myself think location would be best since some NPCs don't offer any kind of service, but what do you think? Aedror42 (talk) 21:12, 29 August 2009 (UTC)
