Cenarion Emissary Blackhoof is a level 55 quest giver located in the Valley of Strength in the orcish city of Orgrimmar. He stands next to the entrance of the pillar supporting the wyvern flight master.
He starts the quest 
[55] Taking Back Silithus.
Notes
Like Gamon, Blackhoof can also be killed by Horde players, but only by changing their standing with the Cenarion Circle to "At War".
