The Chain of the Scarlet Crusade is a 6-piece mail set that is available from one of the primary Instances for the 30-40 level range - Scarlet Monastery. As a winged dungeon (that is also a very solid money source even at maximum levels), the Monastery is very popular (as well as very atmospheric, lore-wise).

Except for the [Scarlet Leggings], a Bind on Pickup drop from 
[37] Herod <The Scarlet Champion> in the Armory and [40] Scarlet Commander Mograine in the Cathedral, all set items are Bind on Equip drops from trash mobs in the Scarlet Monastery dungeon, and can be found on the AH.

Notes
Many players collect the set for RP reasons. This set is primarily matched with two pieces of not-set mail armor that drop here, filling in the "gaps" in the Scarlet set - the [Raging Berserker's Helm] and [Herod's Shoulder], both from Herod in the Armory.
When it comes to looks, the chest piece is pretty much useless since Blizzard introduced the [Tabard of the Scarlet Crusade] in Patch 1.11
