Champion Faesrol <Triumphant Armor Vendor> can be found with the other tier 9 armor vendors just east of the Crusaders' Coliseum between the Silver Covenant and Sunreaver Pavilion on the Argent Tournament Grounds in Icecrown. He sells Heroic-level (ilvl 258) tier 9 to members of the Horde.
