ChatScroll

ChatScroll makes chat windows scrollable with the mouse wheel.

Shift-ScrollUp: Scroll To Top

Shift-ScrollDown: Scroll To Bottom

Also adds a keybinding to scroll to top. (scroll to bottom already default)
