Cleaver of the Unforgiving drops from Zul'jin in Zul'Aman.
This is a tanking axe highly prized among Orc tanks, but is considered by some to be the best warrior tank weapon until Mount Hyjal/Black Temple. This is due to the fact that it is available from a 10-player instance which does not have a full week of lockdown.
