Colonel Kurzen is a Level 40 Elite that resides in Kurzen's Compound, specifically within the cave complex called The Stockpile. He and his men are currently at war with the soldiers at the Rebel Camp, where you can receive various quests that wil have you attacking the Compound.
Kurzen is at the end of the non-instanced 'dungeon' standing at his War Table; presumeably planning his next attack on the Rebel Base.
Upon completing the quest to kill him you will receive the following:
Colonel Kurzen, who has gone insane and raised an army to fight for him from a small, hidden compound. This is a reference to Colonel Kurtz, played by Marlon Brando. The two Colonels' backstories are very similar. It is, by extension, a reference to Kurtz from Heart of Darkness, the novel whose story Apocalypse Now retells in a modern context.
