The Confessor's Prayer Book is provided for the daily quest The Light's Mercy.
A character must have completed the achievement 
A Silver Confidant or The Sunreavers to be offered that quest.
The book is used on Slain Tualiq Villagers, which can be found all over Hrothgar's Landing. As the book has a ten-yard range it isn't necessary (most of the time) to even bother aggroing nearby kvaldir to free the spirits of the tuskarr.
