Councilman Millstipe is a level 28 quest giver located in the Darkshire Town Hall in the human-aligned territory of Duskwood. He wants Dextren Ward in The Stockades killed for selling bodies from the cemetery to Morbent Fel.

He starts the quest  [26] Crime and Punishment (Dungeon).

Trivia Edit

His name, along with Ambassador Berrybuck's is clearly a reference to the names of the original R.E.M. band members (Berry, Buck, Mills and Stipe).
