Councilman Millstipe is a human located in Darkshire's town hall in Duskwood.
At some point, the House of Nobles interfered with the judgment of the Council regarding the execution of the grave robber Dextren Ward, who sold bodies to the necromancer Morbent Fel, and instead had him locked in the Stormwind Stockade. As a clear message, Millstipe sent an adventurer to execute Dexten, so that the corrupt bureaucrats would understand that the people of Duskwood will stand against Stormwind if they do nothing to help them.[1]
During the third invasion of the Burning Legion, Councilman Millstipe betrayed Stormwind and joined the Veiled Hand after being promised freedom and respect by The Herald. He was present in the town hall when Sister Althea Ebonlocke gave a speech to the Council, announcing that once Caden Shadowgaze arrived, the cult would depart to Stormwind City in order to stage a demonic invasion. However, the meeting was interrupted by the Shadow of the Uncrowned who tried to assassinate Althea. The attempt failed, and Millstipe and the councilmen escaped.[2]
