Crok Scourgebane can be found at the Argent Tournament Grounds in northern Icecrown. He offers quests to death knight champions of the Argent Tournament.

He can also be found inside Icecrown Citadel at the path leading to Sindragosa.

Trivia

He shares his surname with Seril Scourgebane, but it's pretty safe to assume the two aren't related (since Seril is a human whereas Crok is an orc). It's also possible that Crok wasn't known as 'Scourgebane' during his life and adopted this surname as a Death Knight, after he joined the Knights of the Ebon Blade.
