They can be mined from the remains of colossi found at Fallen Sky Ridge in Hellfire Peninsula and from the remains of any of the various level 63-71 rock elementals found in Nagrand.
They can be skinned from Iron Rune Sentinels and Iron Rune Golems in Howling Fjord.
