This is an achievement that requires the player to get a Dalaran Cooking Award, which can be obtained by doing the following daily quests for Alliance players:

•  [77 Daily] Cheese for Glowergold
•  [77 Daily] Convention at the Legerdemain
•  [77 Daily] Infused Mushroom Meatloaf
•  [77 Daily] Mustard Dogs!
•  [77 Daily] Sewer Stew

Or their Horde equivilants:

•  [77 Daily] Cheese for Glowergold
•  [77 Daily] Convention at the Legerdemain
•  [77 Daily] Infused Mushroom Meatloaf
•  [77 Daily] Mustard Dogs!
•  [77 Daily] Sewer Stew

And they can also be occasionally obtained from [Small Spice Bag] which is always given at as a reward of the quests above

This achievement is not required for the Hail to the Chef cooking Meta-achievement
