The Damaged Chest can be found in Thousand Needles. [43.5, 32.7]
To get to the Damaged Chest, enter Splithoof Hold. Take the first right and go on until you reach a cliff that overlooks the room with the pool. The Damaged Chest will be on your left as you approach the cliff.
