Darkfallen Tactician can be found in the Crimson Hall of Icecrown Citadel. They are normally found spread out among the trash in the halls.

Abilities

Blood Sap - Incapacitates the target for 10 seconds, dealing 3250 damage per second. Damage does not break this effect. Very dangerous, especially since they will use it on the pull, creating tanking issues.
Shadowstep - Can shadowstep behind its current target.
