The Darkmoon Faire Ticket works like currency, and the ticket turn-in NPC works kind of like a vendor, but the availability of each of these ticket turn-in is level dependent; until you reach that level, you won't even see the turn-in option for that item. For example, the Minor Darkmoon Prize becomes available at level 15, so a level 14 character will only see the turn-in options for the Darkmoon Flower and the Darkmoon Storage Box.
Also, unlike a vendor, which merely adds the item to your inventory when you purchase, quest completion changes happen in the dialog box when you purchase with Darkmoon Faire Tickets; for instance, the dialog closes. So, unlike a vendor, where you can purchase a stack of something just by clicking on the item, the Darkmoon Faire Ticket turn-ins require a separate dialog with the NPC for each turn-in.
