Deep Freeze is the 51-point talent in the Frost tree for Mages. It was introduced in Patch 3.0.2.
Deep Freeze causes a target to be considered Frozen for the duration of its stun, turning it into yet another tool for Frost mages to perform Shatter Combos with. It is, however, purely a PvP talent, being useless in a PvE setting for doing no damage and providing no lasting crowd control, which leads raiding Frost Mages to often leave it behind and spend the talent point elsewhere.

Tips and Tactics
This spell is best used at the very end of a Frost Nova to maximize the opponent's Shatter-able and stationary time and minimize the risk of them trinketing the effect right away. It can be somewhat reliably used as an interrupt when coupled with Fingers of Frost.
Note, however that this spell is not off the GCD. It is subject to diminishing returns in the controlled stun category (such as Gouge, Improved Hamstring) and Frost Nova, Frostbite and Shattered Barrier will not diminish the results of Deep Freeze.
Using this spell in PvE against trash mobs is almost always subpar compared to dealing direct damage, as Deep Freeze does no damage of its own to compensate for the lost 1.5 seconds of Global Cooldown, aside from being too short to count as a meaningful form of crowd control.
