Disturbing the Peace is related to the seasonal event Brewfest. Completing this achievement is also an objective of the meta achievement 
[Brewmaster]. You won't be able to get this achievement until Wrath of the Lich King, but characters were able to buy all the necessary clothes from Brewfest 2008.

Locations
You'll only need one of the hats, a vest or robe and shoes from the Brewfest Garb set that can be purchased during the festival.
Patch changes
- Patch 3.3.0 (PTR): No longer a requirement for the meta-achievement Brewmaster.
