Disturbing the Peace is related to the seasonal event Brewfest. Completing this achievement is also an objective of the meta achievement  [Brewmaster]. You won't be able to get this achievement until Wrath of the Lich King, but characters were able to buy all the necessary clothes from Brewfest 2008.

You'll only need one of the hats, a vest or robe and shoes from the Brewfest Garb set that can be purchased during the festival.

Brewfest Garb is a three item set that is worn in the head, chest, and feet slots. There are two choices of chest and foot slot gear, and four colors of hats available. These items are available for purchase using  [Brewfest Prize Token] during the Brewfest event.
