I think these are pre-titan elementals, or the 'pure' form of elementals, and because the Elemental Plane is smashed into Azeroth, they can walk (or float) around without their bracers. The '''Broken Haven''' is a [[Broken]] unit that trains the [[Draenei Laborer]] who helped kill the [[Fel Orc]]s when [[Illidan]] was closing the [[Dark Portal]]s in [[Outland]] to prevent [[Magtheridon]]'s [[demon]]s from getting through.
