This NPC is located in the cells underneath Westguard Keep in Howling Fjord. He is involved in the quest  [71] Absholutely... Thish Will Work!, in which you force him to drink Peppy's Special Mix. He promptly turns into a pile of green goo, much to the disgust of the Westguard Defenders watching.
