Dread Corsair is buff applied by Dread Captain DeMeza to players who raise a glass with her during Pirates' Day, awarding players with a 12-hour pirate costume that persists through death, but not shapeshifting.
The application of this buff is the requirement of the world events achievement 
The Captain's Booty.
