These drums need a leatherworking skill of 350 or more to use. The receipe is sold by Alurmi, requires honored faction with the Keepers of Time and a leatherworking skill of 370 to learn.

The "terror" effect is essentially the same as Fear, but the movement speed of affected targets is increased by 25%. This can make the drums very useful for gaining distance.
